Strengths and limits
Why buyers choose Romania. Romania has a long metalworking tradition (heavy industry, shipbuilding, rolling stock) and today a dense base of SME job shops and mid-sized fabricators that serve German, Italian, Austrian and Scandinavian OEMs. Labour costs are among the lowest in the EU for skilled welders and machinists, steel and aluminium are produced domestically, and fabricated goods travel to Germany in two to three days by truck. Because the goods are produced inside the EU, no CBAM certificates are due on their steel and aluminium content.
What to watch. Certification coverage is uneven: EN 1090 execution classes above EXC2 and ISO 3834-2 are held by a minority of fabricators, and NADCAP or pressure-equipment approvals (PED) are rare. Skilled-labour shortages in the west push lead times up in peak season. Surface treatment (galvanising, anodising) is sometimes subcontracted, which adds a week or two. For very large structural packages a single supplier may lack capacity; plan for two.
How buyers work with Romanian suppliers
- Build-to-print
- Machined parts, sheet-metal parts and weldments made to your drawings, with material certificates (EN 10204 3.1) on request.
- Sub-assemblies and modules
- Fabrication plus painting, assembly of purchased parts and packaging under your part number.
- Structural steel packages
- Design detailing, fabrication and delivery of building or plant structures to EN 1090 with a CE-marked Declaration of Performance.
- Castings and forgings with machining
- Foundries and forges that deliver finished, machined parts rather than raw blanks.
Certifications and compliance to require
Certification data on imported profiles is declared, not audited: treat every certificate as a claim to verify with the issuer.
| Certificate / regulation | What it proves | When to require it |
|---|---|---|
| ISO 9001 | Quality management system | Baseline for any series supplier. |
| EN 1090-1 (CE marking of structural components) with EN 1090-2 execution class EXC1–EXC4 | Factory production control for structural steel and aluminium | Mandatory for load-bearing structures placed on the EU market; specify the execution class your project needs. |
| ISO 3834-2/-3 | Welding quality requirements | For welded assemblies with safety or fatigue relevance; ask for welder qualifications (ISO 9606) and WPS/PQR. |
| EN 10204 3.1 / 3.2 material certificates | Traceability of steel and aluminium heats | Every order where material grade matters; state it on the purchase order. |
| IATF 16949 | Automotive quality management | Machined and pressed parts for the automotive chain. |
| PED 2014/68/EU, ISO 14001, ISO 45001 | Pressure equipment; environment; health and safety | PED for vessels and piping; the management systems are increasingly required by supplier codes of conduct. |

MOQ, lead times and seasonality
Indicative figures reported by suppliers, to confirm per quote: machined parts from 10–50 pieces (prototype work is common), sheet-metal parts from 20–100 pieces, structural steel by project. Lead times of 3–6 weeks for machined and sheet-metal repeat orders, 6–12 weeks for structural packages, 8–16 weeks for new castings or forgings that need pattern or die tooling. Add 1–2 weeks if hot-dip galvanising or anodising is subcontracted.
Seasonality. Structural steel follows the construction season (peak April–October). August and the last two weeks of December are common shutdowns.
Vetting checklist before the first order
- Confirm the legal entity. Ask for the company's CUI (fiscal code) and check registration, VAT status and the last financial statements on the Ministry of Finance and Trade Registry portals; validate the EU VAT number in VIES.
- Validate every certificate. Get the certificate number, scope and expiry, then verify with the issuing body or in IAF CertSearch. A PDF is not proof.
- Ask for references in your market. Two customers in your country or industry, or anonymised shipping documents, tell you more than any profile.
- Test capability before series. Samples, a first-article inspection report or a pilot order with your specification, packaging and labelling.
- Visit or audit. Most Romanian factories are a day trip from Central Europe; a visit or a third-party audit is the cheapest insurance on a new supplier.
- Put the terms in writing. Incoterms, payment terms, quality plan, tooling ownership, lead times and liability, before the first purchase order.

Frequently asked questions
Where are Romania's metal fabrication clusters?
Bucharest–Ilfov, Cluj, Timiș, Bihor, Brașov, Arad, Sibiu and Prahova host the largest numbers of metalworking companies; Galați (steel) and Slatina (aluminium) anchor the upstream supply. The county table above gives live counts.
Does CBAM apply to metal parts bought from Romania?
No. The EU Carbon Border Adjustment Mechanism applies to iron, steel and aluminium goods imported into the EU from third countries, with certificates payable from 2026. Goods fabricated inside the EU, including in Romania, are not subject to it, which is one reason EU buyers are moving metal fabrication back from Turkey, China and India.
Which certifications should a Romanian steel fabricator have?
For load-bearing structures, EN 1090-1 CE marking with the execution class (EXC2 for most buildings, EXC3 for bridges and fatigue-loaded structures) and ISO 3834 welding quality; for all suppliers ISO 9001 and the ability to provide EN 10204 3.1 material certificates. Verify certificates with the notified body or the issuer.
Is CNC machining cheaper in Romania than in Germany or Poland?
Machine-shop hourly rates in Romania are typically 40–60% below Germany and somewhat below Poland, driven by labour costs of about €11–12 per hour (Eurostat 2024). Machine time, tooling and material are priced similarly across the EU, so the saving is largest on labour-intensive parts and small series.
What is the typical MOQ for machined parts from Romanian shops?
Many Romanian job shops accept prototypes and batches from 10–50 pieces; series pricing usually starts at a few hundred pieces. Suppliers report lead times of 3–6 weeks for repeat orders. Confirm per quotation.
How do I verify a Romanian metal supplier?
Check the legal entity by CUI on the Ministry of Finance and Trade Registry portals, validate ISO 9001, EN 1090 and ISO 3834 certificates with the issuing bodies, request welder qualifications and WPS for welded parts, ask for a first-article inspection report with material certificates, and visit or audit the workshop before series orders.
